\u201cIsraele ha trovato un modo drastico di risolvere il
\nproblema degli immigrati africani: paga il Ruanda
\nper accoglierli. Alcuni usano il verbo \u201cvendere\u201d per
\ndescrivere la politica varata dal governo di
\nBenjamin Netanyahu. Non \u00e8 un commercio di
\nesseri umani?\u201d.
\nSuor Azazet Kidane, religiosa comboniana eritrea
\nche da anni opera nello Stato ebraico a fianco dei
\nmigranti, \u00e8 sconsolata. A partire dall\u2019inizio
\ndell\u2019anno, il governo ha annunciato di voler
\nstringere le maglie dell\u2019accoglienza e ha ammesso
\ndi aver firmato un accordo con Kigali per favorire
\nl\u2019espulsione verso il Ruanda di molti africani dietro
\npagamento di una somma per migrante. Anche i
\ncapi delle chiese cattoliche in Terra Santa, in un
\ntesto diffuso nei giorni scorsi esprimono riserve e
\nperplessit\u00e0 riguardo alla recente disposizione
\nmessa in atto dal governo israeliano.
\n\u201cA partire dal 2011 \u2013 spiega suor Kidane \u2013 il flusso
\ndei migranti africani verso Israele \u00e8 aumentato. Di
\nfronte a questo fenomeno, inizialmente trasferiva
\ngli africani in carceri aperte, dalle quali uscivano la
\nmattina e rientravano la sera. I ragazzi e le
\nragazze potevano cos\u00ec lavorare come camerieri,
\nfacchini, domestici, badanti. La Corte Suprema ha
\nper\u00f2 vietato la detenzione di persone senza
\ncondanna e il governo ha dovuto scarcerarli\u201d.
\nQuesti ha escogitato un nuovo sistema per ridurre
\nla presenza di africani che oggi sono 38mila,
\nsoprattutto eritrei e sudanesi.
\n\u201cAvendo firmato le convenzioni internazionali di
\nprotezione dei rifugiati, osserva la suora, Israele
\nnon pu\u00f2 rimpatriare i migranti in Eritreo o in
\nSudan, dove rischierebbero la vita. Quindi ha
\nsiglato un\u2019intesa con il Ruanda. Israele versa al
\nRuanda 5.000 dollari per persona, in pi\u00f9 ne d\u00e0
\n3.500 ai singoli migranti. Questi ultimi firmano un
\nimpegno a non tornare mai pi\u00f9 in Israele. Molti
\nmigranti che hanno accettato il rimpatrio sono
\narrivati in Ruanda e l\u00ec le autorit\u00e0 locali hanno
\nsequestrato loro i documenti, i soldi e non hanno
\nconcesso il diritto di asilo. I rifugiati sono stati
\nportati al confine con l\u2019Uganda da dove hanno
\npreso il cammino per il Sudan, la Libia e, infine, in
\nEuropa. Non pochi di loro sono morti\u201d.
\nChi non accetta di non essere trasferito in Ruanda
\ndovr\u00e0 fare domanda di asilo oppure sar\u00e0 espulso.
\n\u201cE\u2019 per\u00f2 impossibile fare la domanda. Ogni giorno
\ndecine di persone si presentano agli sportelli
\ngovernativi, ma solo pochi vengono ricevuti e,
\ncomunque, non ricevono risposte. Entro marzo,
\nchi non avr\u00e0 presentato domanda sar\u00e0 arrestato.
\nQuesta volta per\u00f2 in veri penitenziari. Israele non
\nvuole gli africani perch\u00e9 teme che l\u2019immigrazione
\npossa minare l\u2019identit\u00e0 ebraica. Detto questo, a
\nmio parere, Israele avrebbe bisogno della
\nmanodopera africana. Gli spazi per un\u2019autentica
\nintegrazione e accoglienza ci sarebbero. Manca la
\nvolont\u00e0 politica\u201d.
\nNei giorni scorsi oltre 2.000 richiedenti asilo hanno
\nmanifestato davanti all\u2019ambasciata del Ruanda a
\nTel Aviv contro l\u2019intenzione di Israele di deportare i
\nmigranti in Ruanda. \u201cNon vogliamo essere venduti
\ncome schiavi\u201d, hanno affermato i manifestati. La
\nvicenda ha suscitato vasta eco e anche un
\nmovimento di cittadini israeliani pro-migranti.<\/p>\n

Israel has found a drastic way to solve the problem of African immigrants: it pays Rwanda to welcome
\nthem. Some use the verb &quot;to sell&quot; to describe the policy launched by the Government of Benjamin
